MINE ID # OR PROSPECTING ID #: M19R.'I-n/,7 <br />INSPECTION DATE: 9-9A-9nn9 INSPECTOR=S INITIALS: II F _ <br />OBSERVATIONS <br />This was a corrective actions follow-up inspection of the Stagecoach Pit; permit number M-1983-067. This site <br />is located three miles south of the town of Brighton, Colorado in Adams County. I, Jared Ebert of the Colorado <br />Division of Reclamation, Mining and Safety conducted the inspection. Mr. Sean Frisch of Lafarge North <br />America, Inc. accompanied me on the inspection. <br />On September 26th, 2008 a normal operation monitoring inspection was conducted at this site. It was observed <br />that the topsoil pile had not been stabilized to the specifications of the reclamation plan. This was cited as a <br />problem in that report. The Division requested the operator to seed the stockpile with the approved seed <br />mixture in order to establish vegetation on the pile to prevent wind and water erosion. At the time of this <br />inspection, the operator stated that the pile had been broadcast seeded. The top of the pile showed signs that it <br />had been recently worked on, the weeds that were established on the top of the pile were no longer there. <br />However, it is not apparent that the pile had actually been seeded. At the time of the inspection, it was very <br />windy at the site; it is likely that the seeds were blown away. <br />Upon further review of the permit file for this site, it appears that the topsoil pile is not in the location that it is <br />supposed to be, nor is it in the correct configuration. This is cited as a problem at the end of this report. <br />According to the approved mining plan, it stated that the topsoil will be stripped and stockpiled around the <br />perimeter of the site. Based on the current approved mining plan map, there is supposed to be a 6 foot seeded <br />berm located along the eastern side of the permit boundary. It is assumed that this is the approved location of <br />the topsoil stockpile. The reclamation plan states that these topsoil berms will be configured with 3:1 slopes. <br />At this time, the topsoil stockpile is quite large and is located near the western boundary of the site. The side <br />slopes of this stockpile are much steeper than the required 3:1 slopes. In accordance with Rule 3.1.9 (4) of the <br />Construction Materials Rules and Regulations, once the topsoil has been stockpiled, it should be re-handled as <br />little as possible, and if it is to be re-located, this operation will need to be approved by the Board or Office by <br />way of a Technical Revision. Given the stockpiles current location, it may or may not be located in an area <br />where it will not be disturbed by the remaining mining operation. Also, given the piles configuration, it may be <br />difficult to establish vegetation on the pile to prevent wind and water erosion. <br />The topsoil stockpile will need to be moved to the approved location, configured correctly, and stabilized with <br />vegetation per the approved reclamation plan. Or, the operator will need to file a Technical Revision with the <br />office to change the location of the topsoil stockpile and to provide a new plan to preserve the stockpile from <br />wind and water erosion. <br />If the latter option is chosen, the Technical Revision will need to include: <br />l.) An updated Mining Plan Map that shows the new location of the topsoil stockpile. <br />2.) A narrative describing how this new topsoil stockpile location will protect the soil from <br />degradation due to the future mining operation. <br />3.) A narrative describing how the new topsoil stockpile will be configured and stabilized to prevent <br />wind and water erosion. <br />4.) $216.00 Technical Revision fee <br />2
