Ill. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection related to the termination of jurisdiction for the Twin Pines mine, <br /> permit# C-83-058. The Division of Reclamation, Mining, and Safety(Division) is in the <br /> process of tenninating jurisdiction of this revoked site. As per Division policy and in <br /> accordance with Rule 3.03.3, the Division may terminate jurisdiction upon a written <br /> determination that all requirements of the Rules and the Act have been successfully <br /> completed and a final decision has been made in accordance with the bond release <br /> procedures of Rule 3.03. Ground conditions on this day were very dry and the weather was <br /> clear, cold, and windy. <br /> During development of the written findings for the termination of jurisdiction process, it was <br /> discovered that a water monitoring well may still be present and require abandonment and <br /> reclamation. This well TPW-1 was located last month located in a remote area south of the <br /> Coal Sales yard. The purpose of this inspection was to accurately measure the water level in <br /> the well. <br /> Hydrologic Balance <br /> Due to a malfunction (likely low battery) in the water level meter last month, the water level <br /> was crudely estimated at between 105-110 feet below the top of the casing. The last known <br /> measurement of well TPW-1 was in June 1995 and indicated a water level at 144.7 feet <br /> below the measuring point. <br /> Using a 300 foot Solinst <br /> water level meter, the <br /> water level was <br /> accurately measured in <br /> well TPW-1 as 136 feet <br /> 2 inches below the top <br /> of the well casing. This <br /> value correlates much <br /> better with the June <br /> 1995 measurement prior <br /> to the permit <br /> revocation/bond <br /> forfeiture Board Order. <br /> A check of records filed <br /> with the Division of <br /> Water Resources <br /> indicates no well permit <br /> was filed or approved for <br /> water monitoring well <br /> TPW-1 or any other well in this location. <br /> 3 <br />
