III. COMMENTS - COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
General Comments
This was an aerial inspection of the Seneca II Mine. The site was flown on the morning of 03/11/09, and Harry
Ranney of the Division took 7 oblique and near vertical digital image photos. The images were viewed by Dan
Mathews of the Division on 03/12/09.
No problems were evident based on the photos reviewed. All areas of the mine have been reclaimed with the
exception of the shop facility. The sediment ponds and remaining stock ponds and roads have been approved
as permanent facilities to support the postmining land use. Full bond release has been approved for most"pre-
SMCRA" reclamation, and Phase 1 bond release has been approved for the major portion of"post-SMCRA"
reclamation.
At the time of this inspection, there was solid snow cover throughout the mine site and adjacent areas,
precluding detailed observations.
3
