III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> General Comments <br /> This was an aerial inspection of the Seneca Yoast Mine. The site was flown on the morning of 3/11/09, and <br /> Harry Ranney of the Division took 10 oblique and near vertical digital image photos. Photos covered most <br /> portions of the reclaimed mine pit areas, but did not cover Pond 10 or segments of the access road corridor <br /> further north, nor did they cover YPM-12 and Pond 11, east of the North Pit area. The images were viewed by <br /> Dan Mathews of the Division on 03/12/09. There was solid snow cover throughout the site, with the exception of <br /> exposed scarps associated with the landslide in the vicinity of Pond 12. Monitoring of the slide will continue <br /> through the spring of 2009, with final remediation plan to be developed upon completion of monitoring and <br /> evaluation. New Pond 12A construction was completed in the fall of 2008 up drainage from Pond 12, to provide <br /> additional sediment control in the watershed. <br /> The mine is reclaimed and most areas are inaccessible at the current time due to deep snow cover. <br /> 3 <br />
