The road alignment and pad locations are <br />depicted on the attached map, E Seam Methane Drainage Well Drilling. <br />Roads/pads will be decommissioned or reclaimed as specified in the Record of Decision (ROD) <br />on the associated environmental impact statement for activities on national forest system (NFS) <br />lands. <br />PRE-DRILLING ACTIVITIES <br />Prior to any construction or drilling activities, an on-site inspection of proposed drill sites and <br />access routes will be conducted with representatives from USFS to discuss site-specific concerns. <br />USFS will be notified at least 48 hours before any construction or drilling equipment is <br />mobilized into the project areas. Construction and drilling activities will be supervised by a <br />project representative of Mountain Coal Company, L.L.C. Any significant proposed changes in <br />the project after permit approval would be reviewed with the appropriate regulatory agencies <br />before changes take effect. <br />Staging areas to be used by the drilling contractor will be used in a manner to minimize damage <br />to the vegetation. Any surface disturbance to these sites will be re-graded and seeded to promote <br />rehabilitation. <br />Access routes will be maintained to accommodate full sized 4X4 pickup trucks, ATVs, and <br />required drilling equipment, including but not limited to the following: truck mounted or skid <br />mounted drill rig, air compressors and\or booster, rig-up truck, portable water tanks, boom truck, <br />utility trailer, drill pipe lay-down rack, crew trucks, geophysical logging truck and mobile water <br />carriers. <br />Roads utilized in the project will be maintained with water bars and appropriate sedimentation <br />controls as required during the drilling phase. A D9 bulldozer or its equivalent will be used to <br />prepare the road for travel and assist in mobilizing the drill equipment to the drill sites. <br />Additional equipment expected to be used in opening, maintaining, and reclamation may include <br />a rubber-tired backhoe, rubber tired grader, rubber tired loader, roller compactor and a track- <br />mounted excavator. <br />Brush removal may occur at the proposed drill sites however, if trees are encountered, MCC will <br />remove the trees in accordance with USFS guidelines for timber removal. Drill site pads of <br />approximately from 0.25-acre to nearly 2.0 acres will be constructed to accommodate the drill <br />equipment and drill cuttings sump or mud pits. Drill pads will be constructed only as large as <br />necessary. <br />Topsoil will be stripped, stockpiled, and identified with a sign. Stored topsoil will be placed in a <br />separate pile located outside of drainages, with a sign identifying the pile as "Topsoil" will be <br />placed so as to prevent unintended contamination, compaction, or use for other than reclamation <br />purposes.
