Exhibit L - Reclamation Costs <br />While Varra Companies, Inc. has maintained the stormwater permit, it also has <br />provided the necessary protection to water users through the dedication of its <br />replacement waters for all existing and planned exposed groundwater, through an <br />approved Substitute Supply Plan (refer to document in Exhibit H - Water <br />Information). This eliminates the need for warranty determinations to backfill the <br />'basins, or for a lined pond; further reducing overall site liability. <br />Through this amendment, by the clarification of present day activities in the <br />amended Mining and Reclamation Plans, the status of operations is now clearly <br />evident and, as will be seen by the following determinations, the operations are in <br />an improving condition, and have been, since the date of succession by Varra <br />Companies, Inc., in October 1999. Through continued extraction activities and <br />concurrent reclamation, including the planned fill of Tract D, the demand on the <br />property for grading, re-soiling, and re-vegetation, will continue to decrease <br />steadily over the next 35 years. <br />Upon the completion of extraction in Tract A, this operation will reduce the total <br />reclamation liability by approximately 35 percent. An additional 20 percent <br />reduction will occur by the completion of extraction in Tract B. Upon completion <br />of extraction in Tract C, static reclamation liability pending release is anticipated to <br />be under $5,000.00. This will in part be accomplished by the concurrent grading <br />and reclamation of perimeter slopes for areas yet to be extracted under Tracts A, B, <br />and C; and through the percent equivalent fill of Tract D. <br />Here is the supporting documentation: <br />RECLAMATION EXPOSURE: <br />Based upon the Mining and Reclamation Plans of this Amendment, the status and <br />trend of activities and affected land; and related calculations to estimate <br />reclamation liability, are determined as follows. <br />Please Note: Due to the difficulty of calculating heavy equipment costs similar to <br />the Division's software program, unit costs from previous and reasonably current <br />Division estimates of like or similar kind have been utilized to create a reasonably <br />close estimate. The per unit basis from Division records are shown along with <br />other sources used or referenced to determine unit costs, at the back of this exhibit. <br />Varra Companies, Inc.
