A&S Construction Company .
Permit No. 01POO405
Final Approval Colorado Department of Public Health and Environment
Page 2 Air Pollution Control Division
Note to Permit Holder.
Fugitive emissions from gusher hopper loading are estimated based upon the production rate listed
below. Particulate emissions shall not exceed the following limitations (as calculated in the Division's
preliminary analysis):
Particulate Matter (TSP): 0.1 tons per year
PMto (Particulate Matter<1 O pm): 0.1 tons per year.
4. This source shall be limited to a maximum production rate as fisted below and all other activities,
operational rates and numbers of equipment as stated in the application. Compliance with the
production rate listed below shall be demonstrated by maintaining annual records of.the actual
production rate, or by maintaining annual records of the actual hours of operation, and then
multiplying the annual hours of operation by the design rate (in tons per hour) of the equipment.
Annual records of elther the actual production rate or actual hours of operation shag be maintained by
the applicant and made available to the Division for inspection upon request. (Reference: Regulation
3, Part B, IIIA.4)
Crushing and screening of aggregate shall not exceed 500,000 tons per year.
5. Each time this equipment is moved to a new location within the State of Colorado the owner or
operator shall file a Relocation Notice. Such notice shall be received by the Division at least ten (10)
days prior to the change in location. The Relocation Notice shall include a facility emission inventory
of all emission units at the site. (Reference: Regulation 3, Part A,ll.C.1.f and Part B.N.E.)
6. Spray bars shall be used if material moisture content is insufficient to control particulate emissions.
7. A revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Reg.3, Part A,II.C)
a. Annually whenever a significant increase in emissions occurs as follows:
For any criteria pollutant:
For sources emitting less than 100 tons per year, a change in actual emissions of five tons
per year or more, above the level reported on the last ADEN; or
b. Whenever there is a change in the owner or operator of any facility, process, or activity; or
c. Whenever new control equipment is installed, or whenever a different type of control
equipment replaces an existing We of control equipment; or
d. Whenever a permit limitation must be modified; or
e. No later than 30 days before the existing APEN expires.
8. This source, with the exception of the Kue Ken primary jaw crusher, is subject to the New Source
Performance Standards requirements of Regulation No. 6, Part A, Subpart 000, Standards of
Performance for Nonmetallic Mineral Processing Plants, when used at a site with initial crushing
capechy of greater than 150 tons per hour (portable sources) or 25 tons per hour (fixed sources)
including, but not limited to, the following:
a. Visible emissions from crushers shall not exceed fifteen percent (15%) opacity.
77711744/001
