THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: Portable equipment home-based at 839 MacKenzie Avenue, Canon City, Colorado THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: One (1) Gencor, Model: Ultradrum, S/N: 4004OP-105290-01-4A, drum type, countercurrent, hot mix asphalt concrete plant, design rated at 400 tons per hour. This is supported by one (1) Gencor, Model: Ultra-2, S/N: 105290-01-NA, oil fired bumer rated at a heat input of 135,000,000 BTU per hour. Emissions of particulate matter are controlled by a fabric filter baghouse. THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR QUALITY CONTROL COMMISSION AND THE COLORADO AIR POLLUTION PREVENTION AND CONTROL ACT C.R.S. (25-7-101 et se q), TO THOSE GENERAL TERMS AND CONDITIONS INCLUDED IN THIS DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: 1. Visible emissions shall not exceed twenty percent (20%) opacity during normal operation of the source. During periods of startup, process modification, or adjustment of control equipment visible emissions shall not exceed 30% opacity for more than six minutes in any sixty consecutive minutes. Opacity shall be measured by EPA Method 9. (Reference: Regulation 1, Section ILA.1 A 4.) 2. The particulate emission control measures listed on the attached page (as approved by the Division) shall be applied to the particulate emission producing sources as required by Regulation No. 1, Section III.D.1.b. 3. The permit number shall be marked on the subject equipment for ease of identification. (Reference: Reg. 3, Part 13, IV.E.) (State only enforceable) 4. This source shall be limited to a maximum production rate as listed below and all other activities, operational rates and numbers of equipment as stated in the application. Annual records of the actual production rate shall be maintained by the applicant and made available to the Division for inspection upon request. (Reference: Regulation 3, Part 13,III.A.4) Production of hot mix asphalt concrete shall not exceed 250,000 tons per year. Compliance with the annual production limit shall then be determined on a rolling twelve (12) month total. By the end of each month a new twelve month total is calculated based on the previous twelve months' data.
