Exhibit L - Reclamation Costs
The total permit area is 66.8+/- acres. Of this, the disturbed area is anticipated
to be approximately 63.8 acres. However, as discussed in Exhibit C, concurrent
reclamation will occur. A maximum of 21.4+/- acres (the area of Phase 1) will be
disturbed at any time. For the purposes of this application this is considered a worst-
case condition because, even though the disturbed area of Phase 2 is larger, the pit
slope boundary in Phase 1 is longer (requiring more grading), and the foundation of
the asphalt plant is also located in this area. The reclamation tasks to be performed
are described in Exhibit E.
Task Estimated Cost
Rubblize and bury concrete foundation of asphalt
support. Approx. 16 c.y. concrete to be broken using
Cat. 920, or equivalent, end-loader. Approx. one hr. at
$60/hr. required to break the concrete and approx. one
hr. required to bury the material on site, and misc. work. 200
• Site clean up. Assume 6 hr. labor at $10/hr. and one
truck load to public landfill or transfer station at $70/
truck load. Truck rental of $150. 280
Final grade pit slopes to 3:1. Approx. 2,425 lin. ft. of
slope to require an average of about 1.37 c.y./lin. ft.
moved. Total of approx. 3,322 c.y. to be moved
using D-8N dozer (push distance less than 50 ft. ave.)
and universal blade. From Cat. performance curves,
the dozing production for this type of grading is
estimated to be approx. 980 c.y./hr. Approx. 3.4 hrs.
(say 4 hr.) required at $120/hr. 480
• Miscellaneous minor smooth grading on the remainder
of the affected area, including grading of minor localized
runoff control berm(s), backfill scrubber ponds, and
pit floor. Estimated 16 hrs. required using D-8N dozer
and universal blade at $120/hr. 1,440
Rip compacted areas of processing facilities. Approx.
2.5 ac to be ripped. Use D-8N Cat. with multi-shank
-24-
