Introduction
The Ready Mixed Concrete Company (Ready Mixed) is submitting the following
document in order to apply for Amendment No. 2 (AM-002) to Division of Reclamation,
Mining & Safety (DRMS) Permit M-1987-049, which grants approval for mining
operations at the "Bromley Lakes Pit" in Adams County, Colorado. The proposed
following amendment accomplishes three major changes to the existing permit. One
proposed change is to incorporate Ready Mixed Pit No. 1 (M-1985-017) into this permit,
thereby establishing the concurrent elimination of that permit (36.1 acres). The second
proposed change is to modify the proposed end land use of a portion of the existing
permitted area from open lakes and wildlife habitat (WL) to sealed water storage (WR) at
the request of the present landowner, The City of Brighton. Ready Mixed Pit No. 1 will
also be changed from open space/constructed wetlands wildlife habitat (WL) to sealed
water storage ()VR). The third proposed amendment change is to add approximately 77
acres of new affected land to include three contiguous properties to the south and east
already owned by the operator/applicant. The new parcels will be reclaimed as both
water storage (WR) within the 100-year floodplain and as future reclaimed cropland (CR)
along Brighton Road by backfilling and re-grading above the 100-year floodplain
following mining. Several additional minor related changes will also occur as described
in more detail in the mining and reclamation exhibits included herein.
In compliance with the Rules and Regulations established by the State of
Colorado vis a vis the Mined Land Reclamation Act, the DRMS, and the Mined Land
Reclamation Board (Board), the following materials outline Ready Mixed's proposed
mining and reclamation plans for the affected land. Specifically, this amendment
encompasses re-submittal of 19 exhibits and submittal of two new exhibits currently
required for a DRMS permit amendment application. Specific data relative to climate
(Exhibit K) was included for completeness, but remains unchanged since original permit
approval in 1987 (and submittal of AM-001 in 1995). This amendment application
includes the following exhibits:
• Exhibit A - Legal Description
• Exhibit B - Index Map
• Exhibit C - Pre-mining Plan Maps of Affected Lands
2
