UPDATES TO INTEROFFICE MEMORANDUM <br />TO: HGLO FILE <br />FROM: JANET BINNS <br />SUBJECT: MR16 <br />DATE: 3/4/2008 <br />Tabl:Revised 11/2007-responses to Byron's Annual Compliance Inspection, dated 8/17/2007. <br />Updates to Tab 1 section are appropriate, provide good clarification and do not need any <br />corrections or incite any adequacy concerns. This response adequately addresses Item No. 1 from <br />the Division's 8/17/2007 adequacy letter. <br />Tab 3: Updates to Tab 3 are appropriate and show where public copy of permit will be stored. HGLO <br />trailers instead of at Hydro-environmental Solutions (John Weinman office) office. These <br />changes are acceptable. <br />Updates to Tab 7 are appropriate. These responses adequately address Item No. 4 in the <br />Division's 8/17/2007 adequacy letter. Addresses of owners of GW wells have been updates in <br />Appendix 7-3. The abandonment reports for HGDAL-1 & HGDAL-2 comply with Rule <br />4.07.3(3). Both abandonment reports were filed with the Colorado Office of the State Engineer, <br />Division of Water Resources on September 19, 2007. <br />Tab 12: page 11-Light use roads OK <br />Changes proposed in Tab 12 consist of updates, clarifications. All changes are acceptable. <br />No adequacy questions regarding these Tab 12 changes. <br />Tab 13: revisions on Tab 13 page 5 are appropriate and fine. Item No. 3, of the Division's <br />8/17/2007 adequacy letter has been addressed. <br />Tab 17: revisions on Tab 13 page 5 are appropriate and in compliance with Regs. No adequacy <br />concerns. Appendix 17-1.1 was provided with a letter from YVEA confirming ownership of <br />substation, powerline & associated equipment. YVEA requested these features remain and takes <br />responsibility of them. This responses resolves the Division's 8/17/2007 adequacy Item No. 5. <br />Tab 23 3/12/2008: Up to page 11, no problems, no adequacy concerns. Revisions to Tab 23, reclamation <br />costs & RCE address the Division's 8/17/2008 adequacy letter, Item No. 2. HGTI used $0.40/LF for <br />fence removal. This is less than Means cost for fence removal of $1.07/1,17. I did an online search <br />and found costs of $1.25/strand/rod for barbed wire fence removal in Sioux County IA. This <br />calculates to $0.23/ft. for a 3-strand wire fence. HGTI's fence removal cost is acceptable.
