Cattany <br />Grand Junction, CO 81506 Division Director <br />Natural Resource Trustee <br />RE: North Thompson Creek Mine (C-1981-025) <br />2007 and 2008 Annual Hydrology Report (AHR) <br />Dear Mr. Stover: <br />The Division has received copies of the 2007 and 2008 Annual Hydrology Reports for <br />the North Thompson Creek Mine. Thank you for your timely submittal of these reports. <br />Both reports state that "The operator applied for final bond release (and)... It appeared <br />the final bond release would become final during the year so no hydrology monitoring <br />was performed." The reports further state that "the monitoring program no longer <br />includes the requirements of the Colorado Discharge Permit... since it was terminated by <br />the Department of Health effective March 14, 2005." <br />In addition to applying for final bond release, there is no current water monitoring <br />required at the North Thompson Creek Mine and, therefore, no data to be submitted. <br />Sampling of monitoring wells D-IA and D-2A, the final two wells in the hydrologic <br />monitoring plan, was discontinued with the approval of Technical Revision 23, approved <br />on 23 February 2004. Sampling of the mine water discharge and other NPDES <br />discharges was discontinued with termination of the Colorado Discharge Permit on 14 <br />March 2005. <br />Although there is no current water monitoring at the North Thompson Creek Mine, the <br />Division is not eliminating the requirement for the submittal of the Annual Hydrology <br />Report. This is due to the fact that on or around 27 March 2008 Minrec was notified by <br />the Colorado Department of Public Health and Environment, Water Quality Control <br />Division (WQCD) that the North Thompson Creek Mine would need to reapply for a <br />discharge permit for the site. On 28 April 2008 Minrec reapplied for an NPDES permit <br />and that permit is apparently still under review by WQCD. Once WQCD approves and <br />issues a new NPDES permit for the North Thompson Creek Mine water monitoring will <br />need to be reinitiated and Minrec will need to submit that data in the following year(s) <br />AHR. <br />Office of I Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
