Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Minerals and Geology (Division) has completed a review of Technical <br />Revision No. 50 (TR-50) for the New Elk mine. This revision proposes opening the Upper <br />and Lower Apache Canyon ventilation shafts, the West Portal ventilation shaft, and one or <br />more of the portals at the West Mine area. The Division has the following questions. <br />Please review text organization in concert with the Rule 2.05.2 and 2.05.3. Permit <br />text regarding TR-50 should be located under Rule 2.05.3 Operation Plan - Permit <br />Area. Currently, it is located prior to Rule 2.05.2. <br />2. Please refrain from using the term "current permit term". If operations are being <br />described for a five-year permit term, please use the actual five-year span in all text <br />discussion. [2.05.3] <br />3. Please ensure that proposed permit text for TR-50 includes a detailed description for <br />all ventilation shaft areas, including but not limited to, parking areas, storage areas, <br />fencing, gravel pads, structures, ventilation grates, and access roads to these sites in <br />the operation section. This information would also be required for each portal where <br />the temporary seals would be breached. Included in this information should be all <br />necessary maps and exhibits to adequately locate these areas where new disturbance <br />and/or structures will occur. [2.05.3(2)(b) and (3)]. <br />4. Please include the appropriate information for each of these areas that addresses all <br />subparts of Rule 2.05.4(2) for each of these shafts or portals. <br />5. Please provide all reclamation cost details for all sealing and reclamation tasks for <br />each of these sites.
