III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This mine is in permanent cessation and <br /> reclamation of most areas is complete. Ground conditions on this day were very dry. The <br /> weather on this day was sunny and unseasonably mild. <br /> Hydrologic Balance <br /> Pond 4 and pond 5 were again both found dry. While mild rutting on portions of the road <br /> seem to indicate muddy conditions in the recent past, no appreciable moisture appears to <br /> have occurred in many days. <br /> Processing Waste <br /> Green neon tape was noted marking roof bolts for removal on the north side of the refuse <br /> pile. Additional roof bolts are present on the south-facing slope of the refuse pile <br /> immediately upslope of the top of the RDA ramp road as it meets the road leading to Pond 4. <br /> Orange plastic was tied to two of these roof bolts.
