ti
4> 1iQ
1
May 5, 2008
EARTH ENGINEERING
CONSULTANTS, INC.
Asphalt Specialties Company
10100 Dallas Street
Henderson, Colorado 80640
Attn: Mr. Rob Laird, Land Manager
Re: Subsurface Exploration Report - Feasibility Study
Proposed Turnpike Water Storage Reservoir
Highway 52 and Weld County Road 1
Weld County, Colorado
EEC Project No. 1082030
Mr. Laird:
Enclosed, herewith, are the results of the geotechnical subsurface exploration/feasibility
study, completed by Earth Engineering Consultants, Inc. (EEC) personnel for the
referenced project. For this study, in conjunction with previous explorations performed
by others on the property, a total of ten (10) supplemental test borings were drilled at
selected locations within the proposed reservoir configuration. The supplemental borings
were positioned at locations accessible to our drilling equipment and were extended to
depths of approximately 35 to 40-feet below existing site grades. Also as part of this
feasibility study, four (4) packer tests were conducted in selected locations to evaluate the
in-situ permeability characteristics of the underlying bedrock formation. This study was
completed in general accordance with our proposal dated March 11, 2008.
The Turnpike Reservoir property is located northeast of the intersection of County Line
Road/Weld County Road 1 and Highway 52 in Erie, Weld County, Colorado. More
particularly the site is located within Section 31 and the South %2 of Section 30, Township
2 North, Range 68 West of 6th PM. The majority of the site, approximately 32-acres,
previously was active in mining operations, which extracted sand and gravel deposits
encountered above the bedrock formation. A reclaimed, unlined lake currently occupies
the northern portion of the site. Currently, Asphalt Specialties Company, Inc. (ASCI)
mines portions of the site. We understand. the Town of Erie is planning on constructing
an approximate 800 to 1,000 acre-foot water storage reservoir on the property. The
purpose of our evaluation was to assess the geotechnical feasibility considerations for
4396 GREENFIELD DRIVE
WINDSOR, COLORADO 80550
(970) 545-3908 FAX (970) 663-0282
