INSPECTION REPORT <br />Site: National King Coal Mine, Hesperus, Colorado <br />Inspected By: Don R. May, P.E., Project Engineer <br />Inspection Date: Quarterly Inspection, 4th Quarter- Dec 2008 <br />The mine site is mostly covered with .a thick layer of snow. The inspection was carried <br />out as usual but because of the snow cover many of the surface features are not visible. <br />Ponds: Photograph 1 shows the west pond. Both ponds appear in good condition. The <br />inlets, outlets and embankments of both ponds were inspected and appear in good <br />condition. <br />Drainage Ditches: Photograph 2 shows a portion of the clean water drainage ditch <br />adjacent to the waste pile and the upper portion of the pile. All ditches were covered <br />with snow but appear to be in good condition. <br />Drainage in and around the upper and lower yards is working well and both are in good <br />shape. Photographs 3 and 4 show parts of the yard. Except where noted, all drainage <br />features have been constructed and are operating as stated in the drainage plan <br />submitted to the Division of Minerals and Geology. <br />Coal Waste Pile: The upper portion of the waste pile face (above the road) can be seen <br />in photograph 2. Photograph 5 shows the lower portion of the pile. Again, snow cover <br />makes it impossible to perform a detailed inspection but the pile appears to be stable <br />and in good condition. <br />During a site visit earlier in the month to inspect the extension of the central drain it was <br />noted that a large amount of fill had been placed on the pile. This fill did not appear to <br />be placed in small lifts nor compacted. When conditions permit this should be rectified. <br />In addition 1 recommend that the density of the fill be periodically determined by a <br />geotechnical engineer and that the slope of the waste pile face be surveyed to assure <br />compliance with the design plans. <br />Except for the items mentioned above the fill on the waste pile has been constructed as <br />specified in the design approved by the Division of Minerals and Geology. <br />fteF"o <br />SAN 2 0 2009 <br />Division o; <br />Mining an ely
