Cattany <br /> <br />Trinidad, Colorado 81082 Division Director <br />Natural Resource Trustee <br />RE: Surety Release No. 6 (SL-06) <br />Golden Eagle Mine, #C-18-013 <br />Phase III Bond Release <br />Dear Mr. Thompson: <br />The Division of Minerals and Geology has completed an initial adequacy review of Surety <br />Release No. 6 (SL-06) for the Golden Eagle Mine. Please review our comments/questions and <br />respond as appropriate. Where we have specific comments or questions requiring a response <br />or indicating future consideration, I have highlighted those questions in bold text. <br />Issues identified during October 26, 2006 field inspection <br />Ground water well location 218 was inspected and requires abandonment and reclamation of <br />the well location. Information in the form of dated drill logs submitted under your cover letter of <br />UU''x December 12, 2007 indicates that this well was drilled in late March 1975 and is therefore a pre- <br />law structure and not subject to reclamation bonding. The Division is evaluating this <br />information and will make a determination regarding this well locati <br />1 ? on in the near future. <br />An area of limited and/or poor vegetation was noted above the area of the reclaimed portal. <br />Due to the known presence of methane in the overburden in and around the mine permit area, <br />the Division suggested testing of the soil profile for the presence of methane. The Division <br />received a report on October 18, 2007 from Peak Project Management (PPM). This report was <br />conducted and written by Arcadis based on a site visit on August 23, 2007 to the Golden Eagle <br />S mine. Twenty points over the stressed area of vegetation were surveyed for the presence of <br />methane in the soil profile. The report concludes that methane is not present in concentrations <br />that would affect vegetative growth. The Division will evaluate and discuss this issue in the <br />overall evaluation of the revegetation success achieved at the site and include comments <br />in our written findings. <br />A sinkhole was identified in Area C of Figure 2 of the bond release application materials. An <br />August 21, 2007 Division inspection confirmed and documented the repair of this feature. <br />Mine disturbance markers consisting of white PVC pipe were noted and are required to be <br />Vey removed prior to approval of the bond release, in addition to other mine signage. At this time, <br />markers and signs have not been removed and/or removal verified by the Division.
