INSPECTION REPORT <br />Site: National King Coal Mine, Hesperus, Colorar7feelven <br />Inspected By: Don R. May, P.E., Project Engin v <br />Inspection Date: Quarterly Inspection, 3rd Qr-Se r 2008 <br />ft on or tleoamatto <br />tnir? and Swfety <br />Ponds: Photograph 1 shows the west pond. As seen sediment is building up along the <br />entrance section. Both ponds should be cleared of sediment on a regular basis. Both <br />ponds appear to operating properly. The inlets, outlets and embankments of both ponds <br />were inspected and appear in good condition. <br />Drainaae Ditches: Photograph 2 shows the clean water drainage ditch adjacent to the - <br />waste pile on the top of the pile. A significant amount of material has been added to the <br />pile since the last inspection but this ditch has been well maintained and appears to <br />operating properly. The ditch on the other side of the pile is clean but has an irregular <br />form that will slow the flow of water. Care should be taken to assure that water moves <br />quickly off of the waste pile. Some low spots need to be repaired. All other drainage <br />channels on the site were inspected and are in good condition. Routine maintenance <br />should be carried out to ensure that the entrances to all pipes are free of debris. <br />Drainage in and around the upper and lower yards is working well and both are in good <br />shape. Photograph 3 the upper yard. Except where noted, all drainage features have <br />been constructed and are operating as stated in the drainage plan submitted to the <br />Division of Minerals and Geology. <br />Coal Waste Pile: The upper portion of the waste pile face (above the road) appear:, <br />stable and in good condition, photo 4. Pockets dug into the slope can be seen. It is <br />assumed that there are for erosion control and should help promote vegetation growth. <br />As mentioned in previous reports, the blocks placed at the toe of the water pile have <br />improved slope stability: A continuation of the-blocks around the curve towards the <br />photographer would help remediate the over-steepened section seen in the-photo's. <br />The design slope of the face is 3:1. The actual slope should be surveyed to confirm <br />compliance. Ultimately another course of block may be needed. Photo 6 shows a <br />portion of the top of the waste pile. New fill has been dumped in this area. The design <br />calls for fill to be placed in 12" lifts with compaction. This material need to be spread out <br />and compacted as specified. Other parts of the top are irregular and water may pond in <br />small pools. Efforts should be made to keep this area uniformly sloping towards the side <br />drainage ditch. <br />Except for the items mentioned above the fill on the waste pile has been constructed as <br />specified in the design approved by the Division of Minerals and Geology.
