J. E. STOVER & ASSOCIATES
2768 COMPASS DRIVE, SUITE 101
CRAND JUNCTION, COLORADO 81506
PHONE: (970) 245-4101, FAX 242-7908
• MINE ENCINEP.RING CIVIL ENGINEERING
MINE RP.CI.~MATION CONSr. MNYAGEMPM
December 11, 1996
Randy Snyder
Corps of Engineers
Southwestern Colorado Regulatory Office
402 Rood Avenue, Room 142
Grand Junction, CO 81501-2563
Re: Bowie No. 2 Mine
Proposed Mining Permit C-96-083
Corps file #199675109
Dear Mr. Snyder:
• Enclosed is an application for a Department of the Army Permit for the projected bed and bank and
wetlands disturbance at the proposed Bowie No. 2 Mine located in Delta County, CO.
Approximately 4100 lineal feet of bed and bank will be disturbed. The bed and bank disturbance
is calculated by estimating the wetted perimeter of the ephemeral channels during normal high flow
and multiplying that value by the length of channel disturbed. The estimated bed and bank
disturbance is 1.42 acres (4100' X ISL. Through a separate action by letter dated November 8, 1996,
the Corps approved the construction of two sediment ponds at the Bowie No. 2 Mine which will
disturb an additiona10.15 acres of bed and bank.
The drainage from the ephemeral channels will be routed around and through the access road and
mine benches with culverts and riprap diversion channels. The enclosed Plan View shows the
proposed drainage channel disturbance and locations where culverts and riprap channels will be used
to mitigate the disturbance.
Approximately 0.31 acres of wetlands will be disturbed. The enclosed Plan View shows the outline
of the existing wetland areas as well as the proposed wetland disturbance. Bowie Resources Limited
proposes to mitigate the loss of the wetlands by constructing and planting wetlands at strategic areas
between sediment Pond C and the lower limit of the drainage channel disturbance. The riprap
channels and culverts to be placed in the upper reaches of the ephemeral channel should help convey
• the available spring flow to the lower limits of the drainage channel disturbance, Therefore, water
will be available for wetland construction. Equipment will be available to clear brush and place soil
to construct the wetlands.
