Loma Loadout <br />The Loma Loadout site (Photograph No. 23) is located approximately '/2 mile east of Loma on <br />Highway 6. Access to the site is from the first turnoff going south from Highway 6. The site is 2.9 <br />acres and is long and narrow. There is a mine identification sign, berm and silt fence for runoff and <br />sediment control. As seen in the attached Photograph No. 24, the silt fence is torn and needs to be <br />replaced. The berm appears to be functional but has a significant amount of coaly material in it. <br />When the berm is removed in the future, some of the coaly material may need to be transported to a <br />waste disposal site possibly to McClane Canyon Mine. This determination will be made at a future <br />time when the berm is reclaimed. The silt fence needs to be repaired as soon as practicable to ensure <br />compliance. Site drainage and surface water runoff control appear to be adequate. No problems were <br />noted at the Loma Loadout site that would preclude Phase I bond release. <br />Summary and Conclusions <br />The Division has completed its review and evaluation of the Phase I bond release request submitted by <br />CAM Mining, LLC for the Munger Canyon Mine. One specific area as described in this document does <br />not meet the criteria for Phase I bond release. This area is referred to as the segment of the haul/access <br />road on BLM surface from the lower end of the fully reclaimed portal access road down to the private <br />land boundary. Based upon a review of the mine permit, the applicant's bond release application, and <br />site inspections, the Division finds that CAM has completed backfilling, grading and drainage <br />reestablishment at all other areas of the Munger Canyon Mine for which Phase I bond release was <br />requested in accordance with the approved reclamation plan. With exception of the former haul road <br />location on BLM surface, backfilled and graded areas and reconstructed drainages throughout the <br />reclaimed acreages remain in good condition with maintenance needed on limited areas noted <br />previously in this document. Areas requiring maintenance include the silt fence locations near Channel <br />H, the mine bench, topsoil pile, and at Loma loadout, liner and riprap replacement at base of Channel E, <br />and repair of the slump at the ventilation portal site. The repairs and maintenance items identified <br />during the Phase I bond release inspection should be completed as soon as practicable, weather <br />permitting. <br />Corrective actions will be necessary to secure bond release in the future for the haul road section located <br />on BLM surface. CAM will need to implement the approved reclamation plan and remove the culverts <br />as described in the PAP and as shown on Figure 2.2-7C Lower Road Reclamation, and restore the road <br />and install dry fords where needed. The road was reduced in width and seeded along the sides, but the <br />culverts remain in place. Any alteration to the approved reclamation plan will require Division and <br />BLM approval. <br />10
