I. PROCEDURES AND SUMMARY OF THE REVIEW PROCESS <br />CAM Mining, LLC (CAM) applied for a Phase I bond release of 18.5 disturbed acres under the <br />Colorado Surface Coal Mining and Reclamation Act following reclamation of the Munger Canyon <br />Mine. The mine is located in Garfield County, Colorado. A reclaimed rail loadout facility near Loma, <br />in Mesa County, Colorado is also included as a part of the Munger Canyon Mine permit. A <br />summarized legal description of the lands included within the permit area is provided below. A more <br />detailed legal description is included on appendix pages A-5 and A-6 of the permit application <br />package. <br />Mine Area, Garfield County <br />Township 7 South, Range 102 West of the 6th Principal Meridian: <br />Section 27: <br />S/2, S/2N/2 <br />Section 28: <br />S/2, E/2NE/4, SW/4NE/4, SE/4NW/4, LOTS 1-5 <br />Section 29: <br />Portions of lots 11-13 (Bureau of Land Management Right of Way) <br />Section 29: <br />A strip of land 60.00 feet in width, 30.00 feet each side of a described centerline (Private Land <br />Lease). <br />Loma Loadout, Mesa County <br />An irregularly shaped tract of land located in portions of Section 34, T2N, R3W, and portions <br />of Section 3, TIN, R3W, both of the Ute Meridian. <br />The Munger Canyon Mine is a small, inactive, largely reclaimed underground mining operation located <br />in western Garfield County, approximately 20 miles north of Loma, Colorado. Operational mine <br />facilities included a portal bench located in an upper segment of Munger Canyon, and a small coal mine <br />waste disposal area located further down the canyon. These facility areas were accessed by an <br />access/haul road extending to the east from State Highway 139. The road, mine bench and four portals <br />were developed in 1977, under a USGS exploration permit. Disturbed area associated with these <br />facilities was approximately 10.8 acres. The mine was permitted under the interim program in July <br />1978 (Permit No. 78-57), and a permanent program permit (C-1981-020) was issued on January 12, <br />1983. There was limited coal extraction from the portals. Significant expansion of facilities and large <br />scale mining was planned and approved in the early 1980's, but did not occur. Ownership of the coal in <br />the Munger Canyon Mine permit area is 100 percent Federal. There was no coal ever removed from <br />the mine under the Colorado permanent program mining permit and no coal production is proposed <br />under the current permit. <br />2
