J. E. STOVER & ASSOCIATES
2768 COMPASS DRIVE, SUITE 101
GRAND JUNCTION, COLORADO 81506
PHONE: (970) 245-4101, FAR 242-7908
• HIRE ENGINEERING CIVIL ENGINEERING
NINE RECLAMATION CONSTRUCTION MANAGEMENT
August 5, 1996
Chuck Roberts
Division of Water Resources
1313 Sherman St., Room 818
Denver, CO 80203
Re: Bowie No. 2 Mine
New Permit Application
Permit C-96-083
Dear Mr. Roberts:
The Division of Water Resources (DWR) letter dated March 13, 1996
to the Division of Minerals and Geology (DMG), transmitted its
review of the Bowie No. 2 Mine permit application. The DWR has a
• number of questions and comments which are addressed below.
1. No response required.
2. The DWR indicates that drill holes penetrating unconfined
aquifers should be plugged and sealed pursuant to Rule 15.1 -
15.2 of the Water Well Contractors Rules (2CCR 402-2).
On permit application pages 2.05-57 & 2.05-58, the applicant
explains that exploration and monitoring holes will be sealed
in accordance with DMG Ru1~..4.07 copy enclosed. Are the DMG
rules different than the DWR's7
3. The DWR indicates that reducing sediment deposition in the
Deer Trail Ditch and fire Mountain Canal may be viewed as a
negative impact because clear water can affect the seal in
some ditches and cause increased transmission losses.
The sediment ponds to be constructed by the applicant will
reduce the sediment load from the ephemeral drainages that may
flow to either the Fire Mountain Canal or the Deer Trail
Ditch. The DMG and the applicant's discharge permit require
the construction of sediment ponds. Since these ephemeral
drainages would only be expected to flow during spring
snowmelt and significant precipitation events, the benefit and
• or negative impact caused by the reduced sediment load from
these drainages probably does not merit further discussion.
