I • 2.05.3 <br />(c) Haul Roads <br />A road is a surface right-of-way for purposes of travel by land vehicles in coal <br />exploration or surtace coal mining and reclamation operations. A haul road <br />is any road used for the transportation of coal, spoil or coal mine waste. <br />A typical haul road section is presented on drawing HR-1, Haul Road <br />Section, presented in Volume V. Typically haul roads will be 20 to 24 feet <br />wide with an earth and rock safety berm or guardrail on the outside slope <br />and a drainage ditch on the inside. The haul roads will be plated with 10 to <br />20-inches of gravel surfacing. The main haul road from old State Highway <br />133 to the portal level is paved. Haul roads will be watered and cleaned as <br />necessary to control fugitive emissions. Chemical dust suppression may <br />also be used on heavily traveled roads to control attendant air pollution. <br />The main haul road from old State Highway 133 to the portal level will be <br />maintained in accordance with Rule 4.03.1(6). The paved road surface will <br />be patched as necessary and potholes will be filled. Ditches along the <br />• roadway will be periodically cleaned with a motor grader and the road <br />shoulders will be smoothed to conform to the paved surface. Cut and fill <br />sections will be vegetated and gullies, if any, will be repaired at least <br />annually. If the haul road is damaged by a catastrophic event such as a <br />flood or earthquake, it will be repaired as soon as practicable after the <br />damage has occurred. The gravel surfaced haul road to the gob pile will be <br />similarly maintained. The road surface wil! be periodically watered and <br />maintained with a motor grader.
