• 2.05.3 <br />4_RPnchPs <br />The proposed surface disturbance for the upper mine facilities includes the <br />construction of benches with related access roads. The first or upper is a utility <br />bench for a water tank, electrical substation and ventilation shaft and two fans. The <br />second bench or D-Seam portal bench is developed for an office, change house, <br />shop, warehouse, screen and crusher building, coal stockpile, reclaim tunnel, radial <br />stackers and other facilities. Portions of the portal bench will be utilized for material <br />storage and other mine facilities that are discussed in section 2.05.3(3). A small <br />bench along the haul road was constructed for the downhill conveyor transfer and <br />drive building. The B-Seam portal bench was developed during 2003 for mine <br />entries, portal conveyor, transfer tower and other facilities. Another bench was <br />constructed along old State Highway 133 for the coal stockpile, reclaim system and <br />truck loadout. The Hubbard Creek shaft bench was constructed in 2007 & 2008. It <br />is located immediatelywest ofHubbard Creek Road approximatelythree tenths of a <br />mile north of the USDA-FS boundary. <br />The Hubbard Creek shaft pad was strewn with large sandstone boulders. These <br />boulders were mechanically broken into -24" minus rocks. Some of the rocks <br />were used on site to stabilise cut and fill slopes. Some were taken to a temporary <br />rock storage area near Freeman Gulch. Approximately 1,300 cubic yards of <br />rock and dirt were hauled to the Bowie No. 1 Mine for permanent disposal. <br />Based on the Operators knowledge of geology in the area, sandstone is non-toxic <br />• and non acid forming. <br />The slope above the B-Seam portal bench is unstable and has caused problems <br />with the haul road and has partially crushed out one of the B-Seam portal entries. <br />The Operator has decided move the haul road to the north and re-align curve #11 <br />in order to flatten the slope above the B-Seam portal bench. The plans for this <br />project are shown on Maps 15-5 and 15-6. The project includes the construction <br />of a riprap reinforced slope above the B-Seam Portals and two soil nail retaining <br />walls. Soil nail wall #1 and #2 are 220 feet long and have 2,170 and 1,630 face <br />square feet respectively. A 350 foot long French drain will be constructed along <br />wall #2. Approximately 8,000 cubic yards will be rearranged on the face of the <br />slope, some cut and some fill. The haul road will be re-constructed and paved. <br />5. Gob Piles <br />A gob pile was constructed east of the mine entrance below the old King Mine <br />portals beginning at the level of the old railroad track grade. The disturbance <br />associated with the gob pile includes clearing the area necessary to form the <br />boundary of the pile. Facilities associated with the gob pile include a topsoil <br />stockpile, cover fill stockpile, haul road and a sediment pond. The new gob pile was <br />constructed during 2004. It is located approximately 1,500-feet east of the existing <br />gob pile.
