3484.1(a)(1) (Operator shall comply with applicable requirements of surface management <br />agency, 30 CFR 815.15, or approved State program) <br />All applicable parts of the Federal and State Performance Standards for Coal <br />Exploration have been covered in the preceding exploration and reclamation <br />plans. Mountain Coal Company has reviewed, and will comply with, all <br />applicable requirements of 30 CFR 815.15 and the Colorado Mined Land <br />Reclamation Regulations stated in C.R.S. 34-33-101. <br />3484.1(a)(2) (Installation of casing and blowout preventers in drill holes in known oil, gas, and <br />geothermal areas) <br />The Dry Fork and Lions Mesa areas is not in a producing natural gas field. <br />Significant quantities of gas under pressure are not known to have been <br />encountered in any of the previous drilling efforts in the area. Methane from coal <br />mining has been liberated in significant quantities at the West Elk Mine. Since <br />the proposed drilling will not penetrate the entire Rollins Sandstone and not drill <br />into the underlying Mancos Shale, blowout preventers may not be used. Casing <br />will be set in each hole as necessary to maintain circulation of cuttings to the <br />surface. <br />3484.1(a)(3) (Drill hole plugging requirements) <br />Each drill hole will be plugged according to the requirements outlined in this <br />section: The hole will be plugged with cement from 50 feet below to 50 feet <br />above any mineably thick coal bed or potentially usable aquifer. <br />The remainder of the hole will be filled with a completion mud (bentonite gel) <br />and/or drill cuttings or cement to within 10 feet of the surface. A 10 ft. thick <br />cement surface plug will be set, capped with an appropriately marked brass or <br />aluminum monument, at or below ground level. <br />Holes converted from exploration to MDW will be plugged in accordance with <br />the Coal Program Guidance Document as described on page 9. <br />3484.1(a)(4) (Retention of drill and geophysical logs by applicant) <br />The company will retain in its files, all drill and geophysical logs for at least 1 <br />year, and will make them available for inspection by any authorized officer. An <br />authorized officer will keep all un-analyzed drill cores in possession for at least <br />one year if requested, and will be available for inspection. <br />,?, 3484.1(a)(5) (Utilizing drill holes as water monitoring wells) <br />13
