III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations rriade during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. The mine is a reclaimed surface mine. The weather was cold, very windy and snowing. The <br /> Mine site has thin very wind blown snow cover while the Load Out has a fair(-6-12") snow pack. The <br /> main gate on the mine access road remains locked but the small silver&blue Master® lock is locked <br /> out. <br /> Roads: The mine access road was dry with periodic snow drifts. Recent tire tracks along the access road <br /> to the facilities area were apparent in some of the snow drifts though others had already drifted over. <br /> The vehicle that had accessed the mine site was no longer on the property during the inspection. The <br /> access road was drivable all the way to the facilities pad and warehouse. Snow shoes were used to access <br /> the two remaining liability areas. <br /> The access road to the load out was also dry with periodic snow drifts and recent vehicle tracks, with <br /> footprints leading towards the pond. <br /> Hydrologic Balance: The Load Out was not discharging and the permanent pool of water was frozen. <br /> Reclamation Success: SL4 has been approved and the decision is final. The Division continues to <br /> retain liability bond for two reclaimed areas at the mine site, encompassing 8 acres as well as the access <br /> road. The Division continues to retain liability bond for the Load out as well. <br /> As noted in the records section of this inspection, decision and findings for SL4 needs to be filed with <br /> the records at NWCC. A copy of the replacement bond needs to be placed on file as well. <br /> Offsite support facilities: There has been no new activity at the load out with the exception of footprints <br /> in the snow to the pond. (quarterly monitoring?) The gate remains locked. No problems noted with the <br /> load out pond or with the reclaimed load out area. <br /> 3 of 5 WHITE-File YELLOW-Operator PINK-Specialist <br />
