Cattany <br />Division Director <br />Natural Resource Trustee <br />RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources LLC <br />2006 Annual Report, Adequacy Review <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has finished its review of the Bowie <br />Resources LLC (BRL) submittal of the 2006 Annual Report and has the following comments and <br />questions. <br />2006 Annual Hydrology Report (AHR) <br />The requirements of the hydrologic monitoring program were followed in 2006. All of the required <br />sampling sites were sampled at the required sampling times. The field and lab parameter lists were <br />followed as well. <br />The precipitation data indicates that 2006 was a drier year than 2005, and this is reflected in the increased <br />number of spring and stock pond monitoring sites that were dry. The resultant decreases in surface water <br />and ground water probably contributed to the increases in the concentrations of chemical constituents at <br />some of the monitoring sites. However, there does not appear to be any adverse effects to the hydrologic <br />regime of the area. <br />The Division has one question concerning the sampling of stock ponds: <br />On permit application page 2.05-76, it is stated that inflow and outflow will be measured for the <br />stock ponds. However, in the field parameter list found on page T3-1 of the 2006 AHR, it is stated <br />that the flow rate will not be measured for ponds. Please explain. <br />2006 Annual Mine Inflow Report <br />This mine inflow report is complete and the Division has no questions. BRL reported that there were no <br />mine water discharges during 2006. Mine water inflow was negligible during 2006, as had been the case in <br />2005 as well. <br />The total consumptive water use at the mine increased from 263.0 acre-feet in 2005 up to 291.3 acre-feet <br />for 2006. This increase in the consumptive water use at the Bowie No. 2 Mine is still below the predicted <br />value of 326.7 acre-feet that is stated in the permit application. The water usage rate at the mine, including <br />pond evaporation and dust suppression, increased somewhat from 64.3 acre-feet per one million tons of <br />Office of Office of <br />Mined Land Rerlamatinn Denver .
