Second Adequacy <br />Review of the 112 (c) Construction Materials Application <br />4( <br />lvs' <br />The Division of Reclamationl? inm and Safety has completed its second adequacy <br />review of your 112 construction materials reclamation permit application and adequacy <br />review response. The decision date for this application is March 16th, 2009. <br />The Division has conducted a financial warranty calculation based on the information <br />provided in your permit application and adequacy review response. The Division <br />believes the financial warranty for this site, based on an affected area of 20 acres, should <br />be set at $42,900. This amount is different than the cost estimate submitted in Exhibit L <br />in the 112 (c) application for several reasons. <br />First, the cost for spreading overburden and topsoil was based off updated information <br />about the estimated depths these two materials would be spread over the affected area. <br />The operator committed to spreading 6-12" inches of overburden over the affected area, <br />based on this depth and the amount of affected area, the volume of overburden that would <br />need to be spread was estimated to be 16,133 LCY instead of the original estimate of <br />10,000 LCY. Also, the operator committed to spreading 4-6" inches of topsoil over the <br />affected area, based on this depth and the amount of affected area, the volume of topsoil <br />that would need to be spread was estimated to be 10,755 LCY instead of the original <br />estimate of 10,000 LCY. <br />Second, the estimated cost for establishing vegetation over the affected area was higher <br />than what was submitted in the 112 (c) application. The Divisions estimate for <br />revegetation consisted of the cost for seed bed preparation, seeding, mulching and an <br />estimated cost for re-seeding incase of establishment failure.
