Cattany <br />Division Director <br />Natural Resource Trustee <br />The Colorado Division of Reclamation, Mining, and Safety (Division) has begun the process of terminating its <br />jurisdiction over the reclaimed Twin Pines coal mine and sales yard. The mine site and sales yard are located about <br />two miles southwest of the town of Rockvale in Fremont County. The disturbed and reclaimed areas are in Sections 1 <br />and 2, T20S R70W of the 6 h Principle Meridian. The permit area under consideration for termination of <br />jurisdiction and final liability release is approximately 1120 acres of which approximately 10 acres was disturbed for <br />surface facilities and subsequently reclaimed. Nearly all of the disturbed and reclaimed lands were previously <br />disturbed by pre-law mining that was extensive in this area. You are being notified as a landowner or adjacent <br />landowner to the 1120 acre permit area. <br />The Twin Pines Mine was permitted by Twin Pines Coal Company. The permit was issued effective January <br />24, 1984 and a bond was submitted in the form of a certificate of deposit in the amount of $54,130.00. The <br />mine operated until August 1993 when the Division was notified the mine would cease operations and begin <br />reclamation. After numerous unabated violations and cessation orders issued by the Division, on May 29, <br />1996, the Mined Land Reclamation Board revoked the Twin Pines mining permit and the reclamation bond, <br />in the amount of $22,660.00, was forfeited to the Division to complete remaining reclamation at the site. <br />Since the permit was revoked, the Division has conducted numerous inspections to document any undesirable <br />conditions or instability in the reclamation work completed. Stability of the reclaimed land, successful revegetation <br />of grasses, forbs and shrubs, minimization of hydrologic impacts within the permitted area, and prevention of <br />hydrologic impacts outside the permitted area demonstrate that the site has been successfully reclaimed over the past <br />12 years.
