Cattany <br />Division Director <br />Natural Resource Trustee <br />The Colorado Division of Reclamation, Mining, and Safety (Division) has begun the process of terminating its <br />jurisdiction over the reclaimed Twin Pines coal mine and sales yard. The mine site and sales yard are located about two <br />miles southwest of the town of Rockvale in Fremont County. The disturbed and reclaimed areas are in Sections 1 and 2, <br />T20S R70W of the 6'h Principle Meridian. The permit area under consideration for termination of jurisdiction and final <br />liability release is approximately 1120 acres of which approximately 10 acres was disturbed for surface facilities and <br />subsequently reclaimed. Nearly all of the disturbed and reclaimed lands were previously disturbed by pre-law mining <br />that was extensive in this area. You are being notified as a landowner or adjacent landowner to the 1120 acre permit <br />area. <br />The Twin Pines Mine was permitted by Twin Pines Coal Company. The permit was issued effective January 24, 1984 <br />and a bond was submitted in the form of a certificate of deposit in the amount of $54,130.00. The mine operated until <br />August 1993 when the Division was notified the mine would cease operations and begin reclamation. After numerous <br />unabated violations and cessation orders issued by the Division, on May 29, 1996, the Mined Land Reclamation Board <br />revoked the Twin Pines mining permit and the reclamation bond, in the amount of $22,660.00, was forfeited to the <br />Division to complete remaining reclamation at the site. <br />Since the permit was revoked, the Division has conducted numerous inspections to document any undesirable conditions <br />or instability in the reclamation work completed. Stability of the reclaimed land, successful revegetation of grasses, forbs <br />and shrubs, minimization of hydrologic impacts within the permitted area, and prevention of hydrologic impacts outside <br />the permitted area demonstrate that the site has been successfully reclaimed over the past 12 years.
