<br /> <br />Public Notice <br />The Colorado Division of Reclamation, Mining, and Safety (Division) has begun the process of <br />terminating its jurisdiction over the reclaimed Twin Pines coal mine and sales yard. The mine site and <br />sales yard are located about two miles southwest of the town of Rockvale in Fremont County. The <br />disturbed and reclaimed areas are in Sections 1 and 2, T20S R70W of the 6m Principle Meridian. <br />The permit area under consideration for termination of jurisdiction and final liability release is <br />approximately 1120 acres of which approximately 10 acres was disturbed for surface facilities and <br />subsequently reclaimed. Nearly all of the disturbed and reclaimed lands were previously disturbed by <br />pre-law mining that was extensive in this area. <br />The Twin Pines Mine was permitted by Twin Pines Coal Company. The permit was issued effective <br />January 24, 1984 and a bond was submitted in the form of a certificate of deposit in the amount of <br />$54,130.00. The mine operated until August 1993 when the Division was notified the mine would <br />cease operations and begin reclamation. After numerous unabated violations and cessation orders <br />issued by the Division, on May 29, 1996, the Mined Land Reclamation Board revoked the Twin Pines <br />mining permit and the reclamation bond, in the amount of $22,660.00, was forfeited to the Division to <br />complete remaining reclamation at the site. <br />Since the permit was revoked, the Division has conducted numerous inspections to document any <br />undesirable conditions or instability in the reclamation work completed. Stability of the reclaimed land, <br />successful revegetation of grasses, forbs, and shrubs, minimization of hydrologic impacts within the <br />permitted area, and prevention of hydrologic impacts outside the permitted area demonstrate that the <br />site has been successfully reclaimed over the past 12 years. Current post-mining land use of <br />rangeland for cattle grazing has been achieved and demonstrated over the revegetation liability <br />period. <br />Written comments, objections, or requests for an informal conference may be submitted to the <br />Colorado Division of Reclamation, Mining, and Safety, 1313 Sherman St, Rm 215, Denver, CO <br />80203 within 30 days of the last publication of this notice.
