It is entirely possible that some of my assumptions addressed here above are incorrect, and if so, <br />some of my proposed review comments may need to be revised or eliminated. Let me know what <br />you think, and let me know if you have any questions. Here are my suggested adequacy comments. <br />I noticed that the rill and gully plan was revised, and initially threw in a comment about submitting <br />an annual rill and gully report. But for an underground mine with fairly limited disturbance, you <br />might rather just deal with it as an inspection issue as necessary. That's your call, and you probably <br />noticed the changes they inserted, but I thought I would mention it. <br />TR-48 REVIEW COMMENTS <br />There is an apparent typographical error in the first sentence of the second paragraph of <br />revised page 63 of the reclamation plan. Distributed should apparently be disturbed. Please <br />correct the error. <br />2. Appropriate planting window(s) should be specified in the Revegetation Schedule on <br />amended page 68. Language in the first paragraph of the schedule is confusing and lacks <br />specificity. Also, Figure 2.05-5 of the Final Abandonment Appendix, in Volume 6A, <br />presents a schedule for completion of various reclamation tasks in specified areas. <br />Backfilling of the East Mine area is scheduled for 2007, but no time frame is specified for <br />seeding and mulching. There is no entry for revegetation tasks associated with West Mine <br />reclamation. <br />Please amend the narrative on page 68 and the Figure 2.05-5 schedule to clarify <br />planned revegetation timeframes. <br />3. The section heading on amended page 68 should apparently be (2) (e) rather than (2)(a). <br />Please amend the section heading as appropriate. <br />4. On amended page 72, extensive surface roughening is proposed for south and west facing <br />slopes. Due to favorable effects on steep slope seed catchment, micro-sites for seedling <br />establishment, moisture retention, and erosion control, we would recommend use of <br />extensive roughening on all final reclamation surfaces to be broadcast or hydro-seeded. <br />Please amend the narrative to specify extensive roughening seedbed preparation on all <br />areas to be broadcast or hydro-seeded, and provide additional detail regarding the <br />extensive roughening procedure(s) to be employed (e.g. track-hoe gouging or contour <br />dozer ripping specifications). <br />5. Soil descriptions, suitability summary information, and test results in the Volume 9 Soils <br />Appendix for the mine area and Exhibit 7 for the loadout area do not appear to confirm the <br />statement in the initial paragraph of amended page 74a, that soil resources "have high pH <br />levels which will result in poor availability of phosphorus".
