WATER RESOURCE CoNsuLTANTS, LLC
February 3, 2009 via e-mail
Dave Zehner
Precision Excavating, Inc.
POB 790
Hayden, CO 81639
RE: Milner Pit No. 2 Expansion - Floodplain Evaluation
Dave,,
This letter report provides a summary of the floodplain evaluation for the proposed
Milner Pit No. 2 expansion. In summary, FEMA's 2005 maps of the area indicate the
expansion is completely out of the regulatory floodway, and only partially within the flood
fringe. Based on the FEMA maps, the potential depth of water in the flood fringe is
typically no more than a few inches deep.
Analysis and FEMA Mar) Review
The proposed pit expansion is shown on Map Nos. 1 and 2 (attached). The maps show
the following:
• The proposed boundaries of the pit expansion as of Jan. 2009
• The existing pit boundary, as of 2008
• Existing topography of the pit expansion area (Map 2), as of 2008
• The edge of water of the Yampa River and Trout Creek as of Oct, 2003.
• FEMA's floodplain mapping, generated from field data obtained in 1999, and
subsequent computer modeling performed between 2000 and 2004.
The limits of Map 1 extend upstream and downstream of the existing pit and proposed
pit expansion a minimum of one-half mile. There are several items on this map that
require explanation:
244 Hutton Ave., Rifle, CO 81650 PH / Fax (970) 625-5433 pcurrier@wrc-Iic.com
