(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2000-110 ' <br />INSPECTION DATE 1/28/09 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits. The operator <br />was contacted about the scheduled inspection, but was not able to be present during the inspection. The site was not active at <br />the time of the inspection. Tom Mathias, the operator of the permitted pit immediately west of this pit (M-1977-140), and who <br />obtains aggregate from this pit, accompanied the inspector during this inspection. <br />The approved access road has not been constructed and the entrance being used is not in the approved location. The existing <br />pit is being accessed via the adjacent permitted site and concrete plant west of this pit. This is not a problem, since areas <br />being affected are within the permitted areas and observed disturbance is bonded. (However, since the approved entrance <br />location was not inspected, it is not known if the permit ID sign was posted. The operator must ensure that a sign is posted, <br />containing the information required pursuant to Rule 3.1.12.) <br />The site has only limited disturbance. A small pit has been excavated in "Cell 1" that is estimated to be less than 200 feet <br />square. Topsoil was stripped and windrowed mainly along the east side of the pit. The pit walls are 1.5:1 and will need to be <br />reduced, both above and below the water level. The pit contained ponded water (frozen during this inspection) that was about <br />5 to 8 feet below the ground surface. The pit is not the full size.allowed for Cell 1, and future excavation of this cell will be <br />toward the south (to the fenceline) then easterly. The cells and the affected area are much larger than the present pit size, but <br />the cell boundaries must be marked on the ground prior to commencing operations in 2009. It is suggested that a mining plan <br />map and the written mining plan be made available to Mr. Mathias, or whoever will be operating in the pit. <br />The final land use of the excavated areas is permanent ponds. Topsoil is stripped prior to mining the gravel. As the pond <br />surface increases, there will be an excess of topsoil (compared to the amount needed for reclaiming the areas above water). <br />Excess topsoil could be a commodity that is sold or exported from this site, if not used onsite. The permittee is the landowner, <br />and under his senior water rights, the pond surfaces are allowed and may increase. <br />Only the small affected area in Cell 1 was inspected on this date. There were no large stockpiles of pitrun, no equipment, no <br />contaminants and no noxious weeds anywhere on this affected area. The bond is $19,093, and is considered to be adequate <br />to reclaim the site. <br />No further items were observed during the inspection.
