Applegate,
Group, Inc.
M
ter , `'t4'?° ,
July 10, 2008 'JU cs?,
()ivlslor o
Colorado Division of Reclamation, Mining and Safety
Attn: Jared Ebert
1313 Sherman Street; Room 215
Denver CO, 80203
RE: Technical Revision, for Connell Resources, Inc. Wellington Downs Pit;
Permit No. M-1995-035 (TR;,02T
0:5
Dear Mr. Ebert:
On behalf of our client, Connell Resources, Inc., please accept the following information for a
technical revision on reclamation permit M-1995-035, Wellington Downs Pit. This technical
revision is in response to your site visit on May 1; 2008 and the subsequent report. The report
noted problems with on-site weed management; specifically relating to the presence of Russian
olive trees and some Areas of the site in need of vegetation. -Metal tanks were also noted on the
site visit. Additionally, it was noted that the Division does not have a Weed Management Plan
on file for the Wellington Downs Pit site.
The Weed Management Plan for the Wellington Downs Pit is attached. In general, weeds are
controlled by minimizing. disturbed areas and reclaiming affected areas as soon as possible,
including re-vegetating, following disturbances. Weed management has also included
mechanical controls. Mowing has been used throughout the growing season in order to keep
noxious weeds from going to seed.
Areas of the site that are undergoing reclamation were drill seeded as of June 20, 2008, and are
consistent with the approved reclamation plan. The seeded area will be mulched with hay straw.
The. species to be used in. the seeding will remain consistent with the submitted reclamation plan.
Consistent with the Division policy memorandum dated January 19, 2005, Russian olive has
been added to the list of target species for weed management on the Wellington Downs Pit site.
Russian olive trees/shrubs are located on the. site. The weed management plan for the
Wellington Downs Pit includes controlling both Russian olive and other potential weeds
identified by the Colorado Weed Act. Removal of the present trees should prevent Russian olive
from spreading and establishing in other reclamation areas on the site.

1499 West 120th Avenue, Suite 260 (303) 452-6611 Fax (303) 452-2759
Denver, Colorado 80234-2759 www.applegategroup.com
