(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-900d-091 <br />INSPECTION DATE: 1/9g/n9 INSPECTOR=S INITIALS: SAC <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety. Also <br />present for the inspection was Jesse Stackhouse and Clint Mehring of Washington County. The Starlin Pit is <br />located approximately 4.8 miles south of Akron, Colorado. The site is permitted for 160 acres. <br />This inspection was conducted as part of the Division's regular monitoring program. The weather conditions at <br />the time of the inspection were windy and overcast with a light layer of snow on the ground. The permit sign <br />and boundary markers were posted in accordance with Rule 3.1.12. The site is being mined in 8 phases; active <br />mining is occurring in Phase 3. No other Phases have been disturbed. The site was active at the time of the <br />inspection; a dozer was moving material at the pit bottom. The maximum allowed disturbed acreage for this <br />site is 25 acres. The inspector used visual estimates to determine that the current disturbed area is less than 25 <br />acres. <br />Mining is currently progressing to the west. The Operator has segregated the topsoil and overburden stockpiles. <br />The topsoil stockpile is located north of the pit along the fence line and the overburden stockpile is located to <br />the east of the pit. Both of the stockpiles were stable and did not show any signs of erosion. All of the highwalls <br />in the pit have been graded down to 2:1 or less. No reclamation has taken place. The pit is approaching the <br />maximum allowed disturbed acreage. Before the Operator moves into the next phase, they will need to <br />complete reclamation activities on Phase 3.
