(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-20II8-nAn <br />INSPECTION DATE: 1 /27/Q9 INSPECTOR=S INITIALS: <br />OBSERVATIONS <br />The inspection of the Journey Ventures Pit was conducted by Michael Cunningham of the Division of <br />Reclamation, Mining and Safety. Also present for the inspection was J.C. York of J&T Consulting, Inc. The <br />Journey Ventures Pit is located approximately 1 mile northwest of Kersey, Colorado. <br />This was a pre-operational inspection of a 1 12c Reclamation Permit. The permit application is currently under <br />Division review; the Division's decision date is April 8, 2009. The public notice sign was posted at the site <br />entrance; the permit boundary is partially delineated by fences. The Operator will need to clearly delineate the <br />portions of the permit boundary where no fence is present before mining begins. The site is located on the <br />alluvial plain of the South Platte River; the primary land use of the surrounding area is agriculture. <br />The proposed final land use for this site is a lined water storage reservoir. The site will be dry mined in 11 phases. <br />The South Platte River lies approximately 2,500 feet north of the site. The Operator plans on installing a slurry wall <br />around the reservoir which will be keyed into the bedrock. The hydrologic balance will be affected during the <br />life of the mine; both surface and subsurface flows will be impacted. The Operator is currently monitoring the <br />groundwater levels from 5 different piezometers located around the perimeter of the permit boundary. A <br />perimeter drain will be installed after mining if it becomes necessary to convey groundwater around the <br />reservoir. In addition, if surrounding wells are impacted by mining, recharge ditches will be constructed to <br />maintain groundwater levels. The south branch of the Plumb Ditch lies 25 feet north of the site, it was not flowing <br />at the time of the inspection. The Operator has submitted a stability analysis report demonstrating that the <br />structural integrity of the Plumb Ditch will not be affected by the proximity of the Journey Venture Pit. The <br />stability analysis report is currently under Division review. An unnamed ditch crosses the southern portion of the <br />site. This ditch carries warm water year round and will be mined through. The Division has asked the Operator to <br />provide more detail regarding the relocation of this ditch as well as how the Operator intends on maintaining <br />current flows throughout the life of the mine. <br />There are a number of structures on and around the permit area. There are several outbuildings and a house <br />located in the north corner of the site. Some of these structures will be retained and used as offices. There is a <br />tank battery located in the central portion of the site; the mining plan currently calls for leaving this structure in <br />place with a 200 foot setback. The Operator has submitted an alternative plan which involves the relocation of <br />the tank battery. <br />The Division received comments from the Colorado Historical Society in regards to a cultural resource that exists <br />on the site. The Operator is currently working with the Colorado Historical Society to protect this cultural <br />resource. As a result, the permit boundary may be altered. If the permit boundary needs to be amended, the <br />Operator may do so by submitting an Amendment to the Permit Application. <br />Based on this inspection, no observations were made that would restrict the approval of this application.
