February 5, 2009 RECEIVED
Mr. James R. Stark FEB ? Z 2009
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety Olrition of rzeaamation,
Department of Natural Resources Op and Safely
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Technical Revision No. 76, Update to Map 23 - Mine Plan - South Area, With the
Addition of the proposed South Taylor Haul Road and the addition of Map 25C - South
Taylor Haul Road, Colowyo Coal Mine, Permit No. C-1981-019
Dear Mr. Stark,
Enclosed please find two copies of materials provided for Technical Revision No. 76. This
change updates Map 23 - Mine Plan - South Area to include the proposed South Taylor Haul
Road and adds Map 25C - South Taylor Haul Road to the permit. Map 25C provides design
criteria for the new haul road.
In order to meet the demands of Colowyo's constantly changing mining operation, Colowyo will
need to construct a haul road that will reduce the haul length to and from the South Taylor Pit for
both the overburden haul trucks and the coal haul trucks as well as giving other mining related
equipment a more direct and economical route from the main office/shop area to the South
Taylor Pit. This proposed haul road will be constructed within the disturbance boundary but
outside the active mining boundary.
The haul road will meet design and construction criteria set forth in Rule 4.03.1(3) and will be
certified by a qualified registered professional engineer, except as provided for in Rule
4.03.1(1)(d)(ii). All prudent dust control practices will be followed to comply with Rule 4.17.
Please refer to Map 25C for information regarding this haul road. A small portion of this haul
road will be constructed in-pit and, therefore, does not need to be permitted but will comply with
Rule 4.05.2(4) and meet all requirements put forth by Rule 4.03.1(4)(b)-(e) in order to minimize
erosion, resultant siltation and disturbance to the hydrologic balance.
Included with the revision package are an application form, the public notice and an index sheet
along with additional replacement materials that will aide the Division with incorporating this
TR into the current permit.
Should you have any questions or require additional information, please feel free to contact me at
(970) 824-1578.
Colowyo Mine • 5731 State Highway 13 • Meeker, Colorado 81641
T +1 970 824 1500 • F +1 970 824 1504 • www.rtea.com
Ryan Pawlowski
Environmental Engineer
(970) 824-1578
