Item Resolved. <br />Rule 2.05.3(5) and 2.05.4(2)(d) Topsoil and Subsoil Removal Storage, and <br />Redistribution <br />36. The Division requested clarification within Sections 3.2 and 3.3 of the <br />application to address additional detail pertaining to soil salvage and <br />replacement. Amended language was provided on revised pages 3-8 and 3-9, <br />but there are remaining discrepancies that need to be cleared up. <br />Topsoil Removal and Storage narrative in amended Section 3.2 address <br />proposed salvage and stockpiling associated with the TR- 16 disturbances, but <br />description of previous topsoil salvage operations is lacking. Topsoil Placement <br />narrative in amended Section 3.3 indicates that the office area was disturbed <br />"pre-law", and that no topsoil was salvaged prior to office area disturbance. <br />Statements that the office area was disturbed "pre-law" (i.e. prior to August 3, <br />1977), conflict with information presented in Section 2.2.1 of the application, <br />which state that the office site (approximately % acre) was disturbed in 1989, and <br />that "topsoil was salvaged to a depth of up to 24 inches and placed upon the <br />topsoil stockpile. . <br />Please revise narrative in amended Section 3.2 to comprehensively <br />describe salvage operations and quantities conducted to date, as well as <br />projected salvage operations and quantities associated with TR-16. Also, <br />please address the internal inconsistency regarding office area topsoil <br />salvage, and revise the wording of amended Section 3.3 accordingly, with <br />respect to planned topsoil replacement depths. Assuming that topsoil was <br />salvaged from the office area as described in Section 2.2.1, soil <br />replacement thickness in the office area portion of the AVF should be <br />consistent with that for the new sediment pond portion of the AVE <br />CAM: Page 3-7 has been updated with correct topsoil storage volume, however, <br />a description of salvage operations was not included. The Operator does not <br />have records on how the topsoil was salvaged for the office area in 1989. A <br />sentence was added to the last paragraph of page 2-29 regarding the office area <br />disturbance that lies in the AVE Page 3-8 was revised to reflect the topsoil <br />replacement thicknesses for the newly disturbed areas, and the office area <br />reclamation. <br />37. through 43.
