Please respond to these concerns and take them into consideration in <br />amended sediment pond designs. <br />Rule 2.05.6(3) Protection of the Hydrological Balance <br />53. On revised page 2-46 of the permit text, MCM states that there is a description of <br />the Probable Hydrologic Consequences for the Coal Mine Waste Pile and <br />associated surface facilities in section 2.4.1 beginning on page 2-41. Surface <br />water control systems are described but there is no description of the Coal Mine <br />Waste Pile in this section. <br />Please add a discussion of the Coal Mine Waste Pile to section 2.4.1 and make <br />reference to the detailed analysis of the Coal Mine Waste Pile in Appendix N. <br />54. There are apparent typographical errors on the first page of the revised Appendix <br />N. In the first paragraph the letter "A" and the symbol "@" appears to have been <br />inadvertently inserted at several locations. On pages 1 and 2, reference is made to <br />the 1999 Hydro-Geo Consultants letter report. It appears that this report should <br />be dated 1985. <br />Please revise accordingly. <br />55. The analysis of the leachate from the Coal Mine Waste pile given on page 3 of the <br />revised Appendix N is a conservative analysis with regard to the amount of <br />leachate and based on the chemical analysis provided for the coal mine waste it <br />appears that the salinity increase to East Salt Creek and East Salt Creek alluvium <br />will be minimal. <br />The combined discharge described in text (mine water discharge and Coal Mine <br />Waste Pile leachate) is different from the combined discharge presented in the <br />PHC prediction tables given on pages 6-10. It would be helpful to clarify this by <br />changing the heading of the 4`h column on Tables N-3 to N-7. This heading <br />should read Conductivity "Mine & Coal Mine Waste Pile Leachate" as opposed to <br />just Conductivity "Mine". Also the label "Table N-2" is missing from page 5. <br />Please amend the Appendix N tables as warranted. <br />56. Well GW-9 is described at the bottom of page 4 of Appendix N and this well <br />appears to coincide with the sixth borehole BH#06 that was drilled for the <br />Stability Evaluation of the Proposed Gob Wastepile (page 6 of 15). However, the <br />monitoring well does not appear on Figure 4.2-2 Water Sampling Locations. <br />There are also wells that have been abandoned and still appear on Figure 4.2-2. <br />16
