Box 60340 <br />Grand Junction, CO 81506 <br />RE: CAM Mining LLC, McClane Canyon Mine (Permit No. C-80-004) <br />Technical Revision No. 16 (TR-16) <br />New Coal Mine Waste Pile and Associated Facilities <br />Preliminary Adequacy Review <br />Dear Mr. Stover: <br />The Division of Reclamation, Mining, and Safety (the Division) has completed a <br />preliminary adequacy review (PAR) of the above referenced application. We have <br />identified a large number of deficiencies in the application, and our itemized review <br />comments are included as Enclosure 1. Additional enclosures include review comments <br />we have received from the Colorado Division of Wildlife (DOW) and the Office of <br />Surface Mining (OSM). The Bureau of Land Management (BLM) has indicated that they <br />will review our PAR letter and advise us of any additional concerns they may have <br />shortly thereafter. We will forward their comments to you immediately upon receipt. <br />Note that we have not yet prepared a reclamation cost estimate, due to the number of <br />technical deficiencies identified. We will prepare a cost estimate upon submittal of an <br />approvable plan. <br />Due to the amount of work that will be required for you to address the items identified in <br />the letter, and the time that will be required for subsequent review, it seems unlikely that <br />we will be able to issue a proposed decision prior to March 3, 2008.
