III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. The grade for the pipe was being developed at the time of the <br /> inspection. At least one boulder had been encountered that was large enough to require <br /> breaking prior to removal (Figure 4). <br /> • Survey work was also under way; stakes were being placed along the east side of the <br /> roadway to mark top of cut for the culvert pipe trench. In the bottom of the excavation, a <br /> stake marked the center of the future fan shaft. No disturbance boundary markers were <br /> observed on the eastern hillside, but will be installed as soon as weather and site conditions <br /> permit. Surface disturbance on the eastern bank had progressed no higher than the <br /> elevation of the roadway; the ultimate cut slope will reach approximately 30 feet higher, <br /> according to drawings submitted with TR-60. <br /> • Prior to drilling the shaft (from the bottom, up), grout will be injected into the area <br /> surrounding the shaft, effectively stabilizing any fractures in the rock and sealing off any <br /> groundwater that might seek to flow into the shaft. <br /> This concludes the January 2009 inspection report for the Elk Creek Mine. <br /> Elk Creek Mine C-1981-022 29-Jan-2009 <br /> -2- <br />
