III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the operator <br /> during the inspection.Most of the reclaimed mine site was covered in a few inches of hard packed snow. <br /> Roads <br /> The road up Hubbard Creek canyon was a little muddy but passable. The short road segment across Hubbard <br /> Creek that provides access to the main mine site had been plowed and was clear of snow.The mine gate was <br /> closed and locked. The road leading to the reclaimed pond 5 was snow covered but passable. <br /> Sians and Markers <br /> The mine id sign and the records location sign were on the mine entrance gate.The required information was on <br /> the mine id sign. <br /> Reclamation <br /> Reclaimed pond 5 was covered in snow but the silt fence at the downgradient end was in place. The collection <br /> ditch leading to pond 5 had sufficient capacity.The silt fence was also up at the downgradient end of reclaimed <br /> pond 4, which is located across the Hubbard Creek road at the reclaimed coal stockpile area. <br /> The reclaimed mine benches were covered in snow but no evidence of slope instability was observed.The <br /> reclaimed coal stockpile area, including the upland diversion ditch and road culvert, also was covered in snow <br /> but no problems were observed there either. <br /> Hydroloy <br /> The Hubbard Creek culvert had no blockage from debris,although Hubbard Creek was almost completely <br /> frozen. <br /> c:/word/blueribbon/insp0209 <br />
