Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, <br />Section 116, Paragraph 4, of the Colorado Revised Statutes, that on February 9, 2009, an application to revise coal <br />mining operations at the Trapper Mine was considered complete for the purposes of filing. The revision was <br />submitted by Trapper Mining, Inc.. All review and comment periods as provided in the Act and the Regulations <br />initiate from this date of filing. <br />Trapper has provided updated mine plan for the 5-year permit term, 2008-2012. This plan includes East Ashmore, <br />Flintlock, East Ashmore, (Z), Gatling, and the new Kimber Pits. Ash disposal will continue in the Ash disposal pit. <br />Two fills are proposed, Horses fill and Buttress fill. An additional 312 acres of new disturbance is proposed within <br />the current permit area. <br />The surface coal mining operation is on land located approximately 6 miles Southwest of Craig, Colorado. The <br />permit area is further described as follows: <br />Portions of Sections 1, 2, and 3, Township 5 North, Range 91 West of the 6th P.M. <br />Portions of Sections 30 and 31, Township 6th North, Range 90 West of the 6th P.M. <br />Portions of Sections 25, 26, 28, 33, 34, 35, and 36, Township 6 North, Range 91 West of the 6th P.M. <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Castor Gulch. <br />Because the above-referenced permit revision application would incorporate additional lands into the permit area or <br />might otherwise alter previously approved permit conditions or mitigation measures, we are requesting your agency's <br />evaluation of the potential for impacts to cultural and historic resources. <br />In accordance with the May 1991 Memorandum of Understanding (MOU) between our agencies, we must have your <br />concurrence in order to approve this proposal. We are required to make a fording that "the proposed operations will <br />not adversely affect any publicly owned park or place listed on or those places eligible for listing, as determined by <br />the SHPO, on the National Register of Historic Places, unless approved jointly by the Board and the Federal, State, or <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
