18. The Reclamation Plan states that inlet and outlet facilities for the reservoir will be <br />designed when the end use of the reservoir is identified. Please provide the Division <br />with the general location of these structures and identify them on the Reclamation <br />Plan Map. If the location of these structures needs to be changed, it can be done by <br />submitting a Technical Revision to the Division. <br />19. As required by Rule 6.4.5(2)(b), please provide a comparison of the post-mining land <br />use to other land uses in the vicinity and to adopted state and local land use programs. <br />20. As required by Rule 6.4.5(2)(e), please provide an estimate of the periods of time <br />which will be required for the various stages or phases of reclamation. <br />6.4.6 Exhibit F - Reclamation Plan Map <br />21. Please identify all known aquifers as required by Rule 6.4.7(2)(b). <br />6.4.7 Exhibit G - Water Information <br />22. According to the Mining Plan Map, it appears that a portion of the site lies within the <br />floodplain of the Arkansas River. In the event of a significant flood event (10-year <br />flood or greater) it is likely that the pits and/or reclaimed reservoirs will be captured <br />by the Arkansas River. The Division requests that the applicant provide the flood <br />elevation(s) to be expected under a "worst case" flooding scenario and specific <br />mitigation measures that will be implemented to minimize the potential for offsite <br />impacts. Mitigation measures might include the installation of drainage pipes within <br />the internal berms separating pits and/or armoring reclaimed pit slopes in close <br />proximity to the Arkansas River with erosion control riprap. <br />23. The Operator proposes to construct groundwater recharge ditch/pond structures if <br />groundwater levels drop to a level that prevents an adjacent well from performing <br />properly. Please provide the dimensions/specifications of the recharge structures. The <br />groundwater recharge ditch/pond structures will be considered a part of the affected <br />land. Please note that if these structures are constructed outside of the approved <br />permit area, the Operator will need to amend the Reclamation Permit to incorporate <br />them into the permit boundary. <br />6.4.8 Exhibit H - Wildlife Information <br />No comment. <br />6.4.9 Exhibit I - Soils Information <br />No comment. <br />6.4.10 Exhibit J - Vegetation Information
