Sherman <br />Executive Director <br />Pick Wolfe, P.E. <br />Director <br />RECEIVED <br />EB 0 4 2009 <br />Dear Ms. Hallett: <br />p}vision of Reclamation, <br />We have reviewed your letter of September 24, 2008 requesting renewal of theNab ve efes raenced <br />substitute water supply plan ("SWSP") for an existing sand and gravel operation. The required fee of <br />$257.00 for the renewal of this substitute supply plan has been submitted. The original supply plan was <br />approved on August 8, 2000 and it was most recently approved in a letter dated December 13, 2007. <br />Plan Operations <br />The total surface area of the groundwater exposed at the site equals 35.8 acres (21.1 acres at <br />the West Pit and 14.7 acres at the East Pit). According to the information submitted, 29.7 acres of <br />ground water was exposed after December 31, 1980 and 6.1 acres of ground water was exposed <br />within the reclamation permit boundary prior to January 1, 1981. The Feit Pit is being dewatered from <br />April though October to allow dry mining thus reducing the total exposed surface area to 15.7 acres <br />(9.6 acres exposed after 1980, and 6.1 acres exposed prior to January 1, 1981). The pit is allowed to <br />fill from November through March. <br />In previous plans for the Feit Pit, instantaneous depletions to the river system were assumed not <br />only for dewatering but for all the other operational losses, under the assumption that the pit is located <br />within 100 feet of the Cache La Poudre River. However, based on the information provided in this <br />SWSP, it was determined that the average down-gradient extent of the exposed groundwater is <br />approximately 250 feet from the Cache La Poudre River. Therefore, a stream depletion model was used <br />to determine the lagged depletions to the Cache La Poudre River. <br />Depletions <br />The anticipated net depletions for this plan are 37.1 acre-feet per year.
