Appendix 20-1
Postmining Land Use and Permanent Features
1.0 Introduction
This appendix describes the postmining land use and permanent features that will
be left on the landscape following facility closure and final bond release.
2.0 Postmining Topography and Drainage
The proposed postmining topography is presented on Exhibit 18-1, Post Operational
Topography and Vegetation. There are no proposed postmine drainage channels.
3.0 Postmining Land Use
The proposed postmining land use is presented on Exhibit 20-1, Post-Mining Land
Use. As noted in Tab 20, the primary postmine land use is grazing land for
livestock. Wildlife habitat over most of the permit area is an additional use.
Improved pasture is proposed for the far northern portion of the permit area north
of the Walker Ditch and adjacent to Highway 40.
HGTI has permits/easements to cross two public roads and accompanying right-of-
ways: U.S. Highway 40 and Routt County Road 37. The roads are important
transportation corridors in Routt County, Colorado and both the roads and right-
of-ways will be retained following facility closure and final reclamation.
The surface owners of record for lands within the permit boundary are as follows:
• Hayden Gulch Terminal, Inc.
• Darrell and Duane Hockett
• Routt County, Colorado
• State of Colorado, Department of Transportation
• State of Colorado, State Land Board
• Town of Hayden, Colorado
.HGTI is the principal landowner for lands within the permit boundary. Smaller
parcels are owned by the other entities. State Land Board Lease 2282 (see
Appendix 3-4) indicates that the surface owned by the State Land Board shall be
reclaimed to a condition similar to the premine land use. Livestock grazing and
RN-03 1 Revised 06/08
