At a minimum the following site specific information will be needed to develop
the Collum reclamation plan. Missing components are identified in the completeness evaluation.
• A detailed land use narrative as discussed in the completeness comments, including an
evaluation of domestic grazing, wildlife usage and any other uses occurring in the
undisturbed expansion area.
• Site specific soil types and salvage depth
• An evaluation of existing vegetation community types and what they will be reclaimed to
• Wildlife habitat characteristics and seasons of use. There are several habitats of high
value in the Collum area that need to be recognized and considered in the reclamation
plan.
• Wildlife usage - Collum is located in a high intensity use area for big game, sage grouse
and Columbian sharp tail grouse. Wildlife patterns and use will need to be considered in
the reclamation plan.
• The postmining topography in the Collum area will need to be considered to establish
varying topsoil replacement depths and proposed planting areas.
• The location and acreage of targeted shrub areas including sagebrush steppe areas, and
aspen and tall shrub areas. Planting arrangements, stocking levels and methods for
mitigation must be based on site specific conditions. The Colorado Division of Wildlife
must be consulted and approve the plan (Rule 4.15.8(7)).
• Revegetation success standards and criteria will be based on consideration of the above
factors.
