Completeness Review <br />Colowyo PR-3 Collum Expansion <br />February 4, 2009 <br />Page 4 of 4 <br />However TR-72 does not cover the site specific details necessary to address the Collura <br />expansion area. At a minimum the following site specific information will be needed to develop <br />the Collum reclamation plan. Missing components are identified in the completeness evaluation. <br />• A detailed land use narrative as discussed in the completeness comments, including an <br />evaluation of domestic grazing, wildlife usage and any other uses occurring in the <br />undisturbed expansion area. <br />• Site specific soil types and salvage depth <br />• An evaluation of existing vegetation community types and what they will be reclaimed to <br />• Wildlife habitat characteristics and seasons of use. There are several habitats of high <br />value in the Collum area that need to be recognized and considered in the reclamation <br />plan. <br />• Wildlife usage - Collum is located in a high intensity use area for big game, sage grouse <br />and Columbian sharp tail grouse. Wildlife patterns and use will need to be considered in <br />the reclamation plan. <br />• The postmining topography in the Collum area will need to be considered to establish <br />varying topsoil replacement depths and proposed planting areas. <br />• The location and acreage of targeted shrub areas including sagebrush steppe areas, and <br />aspen and tall shrub areas. Planting arrangements, stocking levels and methods for <br />mitigation must be based on site specific conditions. The Colorado Division of Wildlife <br />must be consulted and approve the plan (Rule 4.15.8(7)). <br />• Revegetation success standards and criteria will be based on consideration of the above <br />factors.
