Cattany <br />Division Director <br />Natural Resource Trustee <br />I have reviewed the following sections of the Colowyo Permit Revision No. 3 for the Collum <br />expansion area for land use, soils, vegetation and wildlife. I bolded those sections I consider <br />incomplete. Please also note my general comment regarding pending Technical Revision No. 72 <br />at the Colowyo Mine at the end. <br />Land Use - Rule 2.04.3, 2.05.5 and 4.16 <br />2.04.3 Site Description and Land Use Information <br />This section is incomplete. Colowyo has designated the pre-mining land use as <br />rangeland for the entire Collum expansion area. No site specific details for the <br />additional 16,833 acres have been provided as required by Rule 2.04.3(1) and (2). <br />According to the Wildlife section, there is considerable wildlife use in the Collum <br />area including: Elk Resident Population area, Elk Winter Range, Elk Production <br />Areas, Mule Deer Critical Winter Range, Mule Deer concentration areas, Sage <br />Grouse Brood Areas, and Sage Grouse Winter Range. Pre-mining land uses in <br />the Collum expansion area must also address wildlife habitat. There are also <br />references in the permit revision application, (Exhibit 10) to recreational use for <br />big-game hunting, cropland and to coal exploration. <br />Narrative in the site description and land use section must describe the existing <br />land uses in the Collum 16,833 acre expansion area using the definitions of land <br />use in Rule 1.04(71) with the detail required by Rule 2.04.3. <br />2.05.5 Post-Mining Land Use <br />This section is incomplete. Colowyo refers to Volume 1, Section 2.05.5 for a <br />description of the post mining land use. This section has not been updated or <br />revised to take into consideration the 16,833 acre Collum expansion area. Rule <br />2.05.5(1) (a) requires a detailed narrative of the proposed use, following <br />reclamation for the expansion area. Rule 2.05.5(1)(b) requires comments from <br />the landowners concerning the proposed post mining land use description.
