III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This processing and loadout site has been <br /> inactive since June 2001 after the closure of the Lorencito Mine (#C-96-084). Ground <br /> conditions were generally dry with patchy snow in shaded areas. The weather was cool and <br /> sunny. <br /> Roads <br /> Roads were found dry and the road surface appeared adequate for the vehicles using the <br /> roads. Culvert C8 is located immediately south of the Purgatoire River where the river is <br /> crossed by the entrance haul road. This steel culvert appears to have less than one foot of <br /> cover as required by Rule 4.03.1(4)(e)(iv). The operator should ensure that all haul road and <br /> access road culverts have the required minimum of one foot of cover in accordance with the <br /> regulations. <br /> Hydrologic Balance <br /> Since the last inspection, the <br /> operator has pumped mine <br /> water to Pond 001 in <br /> accordance with the <br /> approved plan. Pumping <br /> has ceased afterthe water <br /> level in the adjacent East <br /> Portal vent shaft and <br /> dewatering site (right)was <br /> reduced to the bottom of the <br /> shaft. The operator will re- <br /> drill a recently completed <br /> dewatering borehole and <br /> relocate the pumping to this <br /> borehole to reduce water <br /> levels further. Drilling <br /> contractors were not on-site <br /> on this day. <br /> Evidence on the Pond 001 primary spillway trickle tube indicates that the culvert discharged <br /> at about % capacity during the dewatering efforts. At the time of the inspection, water levels <br /> have receded to about six feet below the lowest discharge point. Some seepage has <br /> developed at the northeast corner of the pond. The seepage is not emanating from the <br /> embankment but appears in the ground surface adjacent to the embankment. This flow is <br /> directed to pond 7 by sediment control ditches. Electrical conductivity(EC)was measured in <br /> Pond 001(shown below) at about 2700 umhos/cm. <br /> 3 <br />
